All decisions made by a Club must be the decision of a majority of members present at a General Meeting. Office-bearers or a Committee do not have executive power to make decisions outside this process.
However, a majority vote of financial members at a General Meeting may give permission for individuals or sub-committees to take action on particular matters (e.g. to organise details of a Fete or in-service activity or arrange outings).
Office bearers should try to encourage all club members to participate in club activities, including attendance at meetings and participation in voting.
Section 11 of the Model Constitution for Parent Clubs (which all Parent Clubs at Victorian public schools must adopt) sets out the rules for voting at meetings.
School Council approval
Some Parent Club decisions, e.g. around fundraising activities, need to be approved by School Council.
